I agree with you that Maria seemed to be a character with much potential but the reader was left with very little about her and her life. The fact that Maria was the one who came up with the plot to trick Malvolio is very reflective of her true nature to be as you mentioned in your post, a jealous character.

After reading your post it occurred to me that perhaps Maria is the even worse than Malvolio because she is jealous of his relationship with Olivia. Maria marrying Sir Toby at the end is also a good connection to the idea that Maria is concerned with class and moving up in society that allows for very little social mobility.

Maybe Maria knew so well what to write in a letter to Malvolio to play on his biggest dreams and hopes because she herself dreams and hopes of the same things.
